"given me to understand that he may accept it if his appli-

"-cation be not granted. He is a capable Officer and a

"hard worker and, taking all the circumstances into

"account, I recommend that he be given his maximum salary

"from the 1st. July next. It would be very awkward to lose

"his services at the present time as Mr. L. C. Rees has

"just recently gone on leave. I should be sorry however to

"lose his services at any time”.

I could not, however, see my way

then to support the application, for Mr. Darby who joined

the Service in 1903 had his salary raised from £330 to

£360 on the 1st. October, 1908, and to £390 in last July,

whereas Mr. Grey had done 9 years service on a salary of

$2,400 equivalent at 3 shillings to the dollar to £360

and when the pay of the Survey Staff was raised his salary

was fixed at £420, being an increase of £60 which is the

same increase as Mr. Darby is enjoying.

On the 27th. ultimo Mr. Darby

applied for a reconsideration of his case in the letter

of which I attach a copy, and his letter was forwarded by

Mr. Chatham under cover of the enclosed minute of the same

date. Mr. Darby points out that he was placed on the

Permanent Staff on the 30th. June, 1908, and then became
